Guangzhou has recently launched the so-called 'toughest campaign ever' to regulate irresponsible dog ownership, which according to officials, will last till the end of this year. Responding to complaints from citizens, the campaign targets the following aspects:

  • License-less dog ownership and expired registration

  • Walking dogs without a leash

  • Cleaning up dog waste

Owners will be warned and educated if they are found committing these offences, and this will also go on record. Especially concerning aspects like registration, owners will be given three days to update or register their dogs, or be faced with penalties according to the regulations. The procedures to register dogs might be time-consuming but are very clear.

The steps are as follows:

1. Get a vaccination certificate

Be sure to get a vaccination certificate from a registered pet hospital after your dog is vaccinated.

2. Submit an application to the Public Security Bureau

Get an application form from a registered pet hospital or the Public Security Bureau. To submit the application to the Public Security Bureau, you should also bring with you the original and a copy of the vaccination certificate, the completed registration application form, your passport, a one-inch passport photo of the dog owner, two photos of the dog standing up (size must be 6 centimeters by 8.9 centimeters), and if there is one, a sterilization certificate. For service dog registration, proof of the owner’s disability should be submitted.

3. Wait...

Your application will be processed within 15 working days, and a payment notice will be sent to you after your application is approved.

4. Pay the RMB500 registration fee

The final step is to pay RMB500. Once your dog has a license, buy him/her a dog tag. Voila! You and your dog are all set to go.
